Livingston County is, iirc, on the state 800 system, which means
Motorola Astro with P25.  The gear is easy enough to find.  Programming
isn't hard, though finding the system key will be a challenge.

Note that if you get a radio programmed, the system will log its
existence when it *powers on*.  Also, police departments don't tolerate
people dicking around on their channels, especially not MSP.  They have
the will and the resources to come and deliver that baton whacking
you're trying to avoid.

Don't.  You might interfere with something actually important, and then
instead of a bad gag, it'd be a stupid tragedy.  Write a letter to the
newspaper instead -- it'll achieve more.
