First of all, be aware that the FCC investigates radio violations only
at the behest of a complaint these days.  The local constabulary are
likely to know how to complain to the FCC, who will then initiate an
investigation into your transmissions on licensed frequencies (on
which, let's face it, you don't have a license for)  As far as I'm
aware, all Michigan law enforcement agencies have gone to trunked
radio networks.  I'm not sure if they are digital or analog these
days, but bear in mind that many departments upgraded their radios
with the funds that were available after Sept. 11th, 2001, if that
helps you.  Also, it's generally asking for trouble when you want to
fuck around with the cops, but then, you probably already knew that.
