last time i used a windows that was sold in a non-english native language was arabic, and that was windows 98, so i doubt my experience still valid in that respect.
however, when using "multi-lingual" versions of windows (xp/vista), the alternate languages are only available when you install the language packs.
learn to navigate blind (ie - start+R for run dialog, cmd, enter your commands)
